California Launches E-Bike Incentive Program: A Green Gift for Residents

Starting December 18, California will unveil an exciting initiative that allows eligible residents to receive up to $2,000 toward the purchase of a new e-bike. This groundbreaking program is designed to significantly expand access to zero-emissions transportation options for those who need it the most, offering an incredible opportunity for many residents to obtain bicycles completely free of charge. Once their applications are approved, eligible individuals can redeem their vouchers from participating retailers at the point of purchase. A rider safety video is included and must be viewed before participants can collect their vouchers.

E-bikes, which come equipped with a battery and electric motor that assist with pedaling, make it easier for riders to travel longer distances. This project was initiated by the California legislature to reduce financial barriers associated with this innovative technology, which aims to replace car trips, lower greenhouse gas emissions, and decrease transportation costs for low-income Californians. According to the Institute for Transportation & Development Policy, e-bikes serve as a viable alternative to car travel, particularly for shorter distances, making them an environmentally friendly option.

As part of its initial rollout, the program will allocate $3 million to fund up to 1,500 e-bikes.

This initiative is the latest in a series of efforts aimed at connecting Californians to zero-emission transportation options, thereby reducing pollution and increasing mobility.

The e-bike project was designed through an extensive public engagement process, with initial testing conducted in four California locations facing significant environmental challenges: Barrio Logan in San Diego, the East Bay Area, downtown Fresno, and in partnership with several tribal governments.

This initiative prioritizes equitable outcomes to ensure that low-income residents are not left behind as California transitions to a zero-emissions future. Earlier in September, the state launched an income-based grant and loan assistance program to facilitate the purchase of clean vehicles, and a recently approved funding plan focuses on supporting small businesses in adopting cleaner technologies for their fleets.

The program will begin accepting applications online at 6 p.m. on December 18. Applications will be processed in the order they are received until the vouchers are exhausted. Eligible applicants will be notified once their vouchers are available, which can then be used at participating retailers.

For households with more than 8 persons, add $12,105 for each additional person (225%) or $16,140 for each additional person (300%).

*Household size includes yourself plus any spouse, registered domestic partner, dependents and/or guardians you may have. 

**Those with a gross annual household income of 225 percent or less of FPL or who live in a disadvantaged community as defined by CalEnviroScreen 4.0 or a low-income community as defined by AB 1550.

***Income criteria is updated to the next calendar year FPL at IRS filing deadline annually.
